DoD Amends DFARS to Encourage Discussions Prior to Contract Award for Large Procurements

The US Department of Defense is updating the Defense Federal Acquisition Regulation Supplement to strongly encourage discussions before awarding contracts for procurements valued at $100 million or more, in an effort to improve the procurement process.
