US Postal Service Proposes Market Test Involving Greeting Cards with Alternative Payment Arrangement

The US Postal Service has filed a proposal to conduct a market test involving greeting cards, which would allow participating companies to pay postage instead of the sender affixing it, and invites public comment on the proposal.
