FHWA Revises Regulations for Concession Agreements and Design-Build Contracts

The Federal Highway Administration (FHWA) is updating its rules to ensure fair market value is included in concession agreements for facilities built with federal highway funds, allowing public agencies to compete with private entities, and enabling contracting agencies to incorporate unsuccessful offerors' ideas into design-build contracts.
