Federal Acquisition Regulation; Limitation on Pass-Through Charges

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council have finalized a rule to limit pass-through charges for contractors, excluding the Department of Defense. The rule, which implements sections 866 and 852 of the Duncan Hunter and John Warner National Defense Authorization Acts, aims to prevent excessive costs by contractors and subcontractors.
