USPS Proposes Rule to Refund Unused Postage Value in Mailing Standards

The United States Postal Service (USPS) has proposed a rule to establish a minimum refund for unused postage value in postage meters and PC Postage accounts, and to provide a consistent time frame for refunds, including those for items with a Product Identification Code (PIC) produced by a PC Postage system.
