The Environmental Protection Agency (EPA) is issuing final amendments to standards of performance for equipment leaks of volatile organic compounds (VOCs) in the synthetic organic chemicals manufacturing industry and petroleum refineries, effective for facilities constructed or modified after November 7, 2006, and applying to new standards for facilities modified after November 7, 2006.
