OSM Publishes Final Rule on Permit Rights Ownership and Control

The Office of Surface Mining Reclamation and Enforcement (OSM) has published a final rule amending its rules on permit rights ownership and control, including transfer, assignment, or sale of permit rights, and removing rules on improvidently issued State permits, as authorized by the Surface Mining Control and Reclamation Act of 1977 (SMCRA).
