This document requests comments on a petition for rule making filed by Rubber City Radio Group ("Petitioner"), licensee of Station WJXQ(FM), Channel 291B, Jackson, Michigan. Petitioner requests that the Commission reallot Channel 291B from Jackson to Charlotte, Michigan. This request is filed to maintain a first local service at Charlotte, Michigan. If this petition is granted it will eliminate a potential conflict between two licensees in another rulemaking proceeding (MB Docket No. 03-222) who propose to move from Charlotte to two other cities in Michigan. The two proposals in that proceeding are not in technical conflict, but would conflict with the Commission's policy of maintaining local service in a community that might otherwise lose local transmission service. Petitioner will retain the same transmitter site when its station is reallotted to Charlotte. The coordinates for Channel 291B at Charlotte, Michigan are 42-23-28 NL and 84-37-22 WL, with a site restriction of 30 kilometers (16.1 miles) southeast of Charlotte.

Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism

In this document, the Federal Communications Commission (Commission) announces that the Office of Management and Budget (OMB) has approved until November 30, 2027 an information collection associated with the rules for the Universal Service Schools and Libraries program contained in the Commission's Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism Report and Order (Report and Order), WC Docket No. 21-455, CC Docket No. 02-6; FCC 26-30. This document is consistent with the Report and Order, which stated that the Commission would publish a document in the Federal Register announcing the effective date of the new information collection requirements.

Protecting Against National Security Threats to the Communications Supply Chain Through the Equipment Authorization Program

In this document, the Federal Communications Commission (Commission or FCC) takes further steps to strengthen its equipment authorization program against national security risks to the communications supply chain. The Commission closes a component-part loophole by prohibiting authorization of devices that incorporate logic-bearing hardware components produced by an entity identified on the Commission's Covered List, where the device would itself be prohibited from authorization had the Covered List entity produced the entire device. The Commission also requires that any modification or permissive change to equipment by an entity identified on the Covered List undergo full certification, clarifies that its marketing rules reach any entity (including online marketplaces) that markets unauthorized equipment, and requires online marketplaces, subject to limited exceptions, to display a device's FCC ID at the online point of sale. Finally, the Commission amends its definition of "critical infrastructure," as used on the Covered List, and corrects two administrative errors in its rules.
