US Department of Homeland Security Establishes New System of Records for 9/11 Heroes Relief Program

The US Department of Homeland Security is creating a new system of records to track assistance provided to emergency personnel killed or disabled in the 9/11 terrorist attacks, with funds from a special Heroes 'semipostal' stamp to be distributed promptly.
