Postal Service Finalizes Rule for Priority Mail Flat-Rate Box Experiment

The Postal Service has finalized a rule implementing the Priority Mail flat-rate box experiment, which was approved by the Governors of the Postal Service on October 27, 2004, following a negotiated settlement with the Postal Rate Commission.
