FCC Proposes New Regulation Plans for Non-Price Cap Carriers

The Federal Communications Commission (FCC) has released a Second Further Notice of Proposed Rulemaking (NPRM) seeking public comment on two alternative regulation plans for rate-of-return carriers, which would allow them to opt for different regulatory mechanisms in various study areas.
