U.S. Government Issues Certification Under FY 2006 Appropriations Act

The U.S. government has issued a certification pursuant to Section 583 of the FY 2006 Appropriations Act, which was signed into law by President George W. Bush on October 9, 2006 (Pub.L. 109-102).
