US Department of State Finalizes Acquisition Regulation Rule

The US Department of State has finalized a rule revising its Acquisition Regulation to clarify policy on applying the Small Business Act to overseas contracts and Defense Base Act insurance, following public comments on a proposed rule issued in 2004.
