Anthropomorphic Test Devices; SID-IIsFRG Side Impact Crash Test Dummy

On December 8, 2004, NHTSA published a notice of proposed rulemaking (NPRM) in the Federal Register that proposed to amend 49 CFR part 572 to add specifications and qualification requirements for a 5th percentile adult female test dummy for use in vehicle side impact tests. In that NPRM, NHTSA established a March 8, 2005, deadline for submission of written comments. NHTSA has received a request from the Alliance of Automobile Manufacturers to extend the comment period "to facilitate a comprehensive technical evaluation of that test device and allow manufacturers the opportunity to perform necessary fleet testing with the proposed test device." In response to that request, NHTSA is extending the comment period to April 12, 2005.

Event Data Recorders

This final rule amends NHTSA's regulation governing Event Data Recorders (EDR or EDRs) to delay the implementation schedule for expanded pre-crash data capture requirements. In response to petitions for reconsideration of a final rule published on December 18, 2024, the agency is adopting a four-year phase-in compliance schedule that begins September 1, 2028. This action ensures the increased pre-crash data capture requirements are integrated into the vehicle fleet in a manner that aligns with manufacturer production cycles and technical feasibility.

Administrative Rulemaking, Guidance, and Enforcement Procedures

This final rule reinstates and expounds upon procedural reforms for the Department's rulemakings, guidance documents, and enforcement actions rescinded by a final rule published by the Department on April 2, 2021, "Administrative Rulemaking, Guidance, and Enforcement Procedures." Accordingly, this final rule revises and updates the Department's internal policies and procedures relating to the issuance of rulemaking documents. In addition, this final rule updates the Department's procedural requirements governing the review and clearance of guidance documents, and the initiation and conduct of enforcement actions, including administrative enforcement proceedings and judicial enforcement actions brought in Federal court.
