Update of Nursery Stock Regulations

The U.S. Department of Agriculture is updating its regulations for importing nursery stock to reflect changes in plant taxonomy and pest distributions, and to improve the effectiveness of postentry quarantine requirements for imported plants, including niger seed and lilac.
