Federal Acquisition Regulation; Payment Withholding

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council are proposing to amend the Federal Acquisition Regulation by removing the 5 percent payment withholding requirement for time-and-materials and labor-hour contracts, allowing contracting officers to withhold payment amounts if necessary to protect government interests.
