EPA Finalizes Disapproval of California State Implementation Plan Revisions

The Environmental Protection Agency (EPA) has finalized its disapproval of revisions to the Antelope Valley and South Coast portions of the California State Implementation Plan (SIP), which would have given local agencies broad discretion to suspend rules and regulations during state or federally declared emergencies.
