USDA Amends Cotton Storage Rule to Allow ELS Cotton to be Stored Outside

The US Department of Agriculture has issued an interim rule allowing extra long staple (ELS) cotton to be stored outside while pledged as collateral for a Commodity Credit Corporation (CCC) marketing assistance loan, aiming to reduce storage costs without increasing risk of quality loss.
