FRA Proposes Expanded Random Testing and Requirements for Foreign Railroad Employees in the US

The Federal Railroad Administration (FRA) is seeking public comment on a proposed rule that would expand the scope of its regulation on controlling alcohol and drug use among railroad employees, including foreign workers based outside the US who perform train or dispatching services in the country.
