GSA Seeks Public Comments on Proposed HTOS Revisions to Convert CHAMP Funding Fee

The General Services Administration (GSA) is seeking public comments on proposed changes to its Household Goods Tender of Service (HTOS) program, which would convert the flat fee for the Centralized Household Goods Traffic Management Program (CHAMP) from $145 to 2.75% of a shipment's total net transportation charge. This change aligns with the GSA's percentage-based funding method for other programs, including its multiple award schedules.
