The Commission denies the request of Mountain West Broadcasters to allot Channel 259A to Warrenton, OR, as its first local aural service, as the proposed reference coordinates for the allotment are in the Columbia River. See 64 FR 28133, May 25, 1999. There is no transmitter site on land which would allow compliance with the Commission's minimum distance separation and city-grade coverage requirements.
