The National Marine Fisheries Service (NMFS) has issued an exempted fishing permit (EFP) to Groundfish Forum, Inc. and the At-sea Processors Association to test the effectiveness of a halibut excluder device in reducing halibut bycatch rates in the Gulf of Alaska and the Bering Sea.
