Final Rule Implements Permit Requirements for Roll-Your-Own Tobacco Manufacturers

The U.S. government has finalized a rule requiring manufacturers of roll-your-own tobacco to obtain a permit, in compliance with the Balanced Budget Act of 1997, and addresses provisions for records, marks, labels, and notices, including an alternative term for marking packages.
