The proposed rule aims to extend the closure of the Hudson Canyon South and Virginia Beach Sea Scallop Closed Areas for 180 days or until a controlled area access program can be implemented through Framework 14, whichever is sooner, to reduce overfishing and ensure fishing mortality rates do not exceed the target thresholds.
