EPA Proposes Approval of New York's Nitrogen Oxides Budget and Allowance Trading Program

The Environmental Protection Agency (EPA) is proposing to approve a State Implementation Plan revision submitted by the State of New York, which establishes a statewide nitrogen oxides budget and a trading program to reduce emissions and help attain the national ozone standard, starting in 2003.
