Federal Acquisition Regulation to Clarify Payments Under Fixed-Price Construction Contracts

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council are proposing to amend the Federal Acquisition Regulation to clarify that all payments to subcontractors and suppliers under fixed-price construction contracts have been made by the prime contractor from previous progress payments received from the Government.
