US Copyright Office Announces Schedule for Digital Performance Rights in Sound Recordings and Ephemeral Recordings

The US Copyright Office is setting the schedule for the Copyright Arbitration Royalty Panel, which will determine rates and terms for two compulsory licenses. These licenses enable eligible nonsubscription services to publicly perform sound recordings digitally and allow transmitting organizations to create ephemeral recordings for permitted public performances, with a deadline for parties to file their intention to participate in the rate adjustment proceeding.
