Federal Acquisition Regulation to Allow Contracting Officers to Unilaterally Set Final Contract Payments

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council are proposing to amend the Federal Acquisition Regulation to give contracting officers the authority to decide on final contract payments without contractor input, effectively ending the contractor's right to appeal if they fail to submit invoices or vouchers on time.
