EPA Clarifies NSPS Applicability to Coal Unloading Operations

The Environmental Protection Agency (EPA) has issued an interpretation of the New Source Performance Standards (NSPS) for Coal Preparation Plants, clarifying that coal unloading operations involving conveying coal to machinery are subject to the standards, and that fugitive emissions from coal dumping must be accounted for in determining major source status under the Clean Air Act.
