OPM Issues Final Regulations for Senior Executive Service Promotion and Internal Placement

The Office of Personnel Management is implementing new rules to address inconsistent regulations regarding the 120-day moratorium on involuntary reassignments of Senior Executive Service appointees, allowing eligible career appointees to be reinstated into competitive service positions.
