This document extends the time to file comments concerning the Commission's Further Notice of Proposed Rulemaking (``Further Notice'') adopted on June 21, 1999. Comments on the Further Notice were due on or before August 23, 1999, and Reply Comments were due on or before September 8, 1999. In response to a request for an extension of time, on August 18, 1999, the Commission extended the time to file comments.
