Draft Department of the Interior and Department of Health and Human Services Internal Agency Procedures Manual for Contracting Under Title I of the Indian Self-Determination and Education Assistance Act

Summary

The US Congress has mandated that all provisions of the Indian Self-Determination and Education Assistance Act and its related contracts be interpreted in favor of Indian tribes or tribal organizations. To implement this policy, the Department of the Interior and Department of Health and Human Services have developed a draft internal agency procedures manual for contracting under Title I of the Act, which is now open for public review and comment.
