EPA Proposes Disapproval of Texas' Accelerated Vehicle Retirement Program

The Environmental Protection Agency (EPA) is proposing to disapprove the State of Texas' Accelerated Vehicle Retirement (AVR) program revision, which allows stationary sources to purchase Emission Reduction Credits (ERCs) through a vehicle scrappage program, due to outdated vehicle emission testing methods.
