Upland Cotton User Marketing Certificate Program

The Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act of 1998 (Pub. L. 105-86) and the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999 (Pub. L. 105-277) made changes to the Upland Cotton User Marketing Certificate Program. Accordingly, the regulations are revised to conform to the statute and to indicate that, beginning October 1, 1998, payments will be offered under different circumstances from those in effect prior to that date. Obsolete and unnecessary language in the regulations also will be deleted.
