Radio Broadcasting Services; Chittenango and DeRuyter, NY

The Commission requests comments on a petition filed by Cram Communications, LLC, seeking the reallotment of Channel 286B from DeRuyter to Chittenango, NY, as the community's first local aural broadcast service, and the modification of Station WVOA's license to specify Chittenango as the station's community of license. Channel 286B can be allotted to Chittenango in compliance with the Commission's minimum distance separation requirements at Station WVOA's presently licensed transmitter site, at coordinates 42-46-58 North Latitude and 75-50-28 West Longitude, which represents a site restriction of 29.2 kilometers (18.2 miles) south of Chittenango. This site will maintain the presently grandfathered short-spacings to Stations WBBS, Channel 284B, Fulton, NY, WNGZ, Channel 285A, Montour Falls, NY, WILQ, Channel 286B, Williamsport, PA, WGKR, Channel 287A, Grand Gorge, NY, and WKPQ, Channel 287B, Hornell, NY. Chittenango is located within 320 kilometers of the U.S.-Canadian border. Therefore, concurrence by the Canadian government in this allotment is required.

Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism

In this document, the Federal Communications Commission (Commission) announces that the Office of Management and Budget (OMB) has approved until November 30, 2027 an information collection associated with the rules for the Universal Service Schools and Libraries program contained in the Commission's Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism Report and Order (Report and Order), WC Docket No. 21-455, CC Docket No. 02-6; FCC 26-30. This document is consistent with the Report and Order, which stated that the Commission would publish a document in the Federal Register announcing the effective date of the new information collection requirements.

Protecting Against National Security Threats to the Communications Supply Chain Through the Equipment Authorization Program

In this document, the Federal Communications Commission (Commission or FCC) takes further steps to strengthen its equipment authorization program against national security risks to the communications supply chain. The Commission closes a component-part loophole by prohibiting authorization of devices that incorporate logic-bearing hardware components produced by an entity identified on the Commission's Covered List, where the device would itself be prohibited from authorization had the Covered List entity produced the entire device. The Commission also requires that any modification or permissive change to equipment by an entity identified on the Covered List undergo full certification, clarifies that its marketing rules reach any entity (including online marketplaces) that markets unauthorized equipment, and requires online marketplaces, subject to limited exceptions, to display a device's FCC ID at the online point of sale. Finally, the Commission amends its definition of "critical infrastructure," as used on the Covered List, and corrects two administrative errors in its rules.
