Federal-State Joint Board on Universal Service

Between September, 1997 and March, 1998, the Commission's Wireless Telecommunications Bureau and Common Carrier Bureau hosted a series of ex parte meetings with representatives of the wireless telecommunications industry. The Bureau's primary objective in hosting those meetings was to solicit proposals on methods by which wireless telecommunications providers might allocate between the intrastate and interstate jurisdictions their end-user telecommunications revenues for purposes of the universal service reporting requirements. In this document, the Commission seeks comment on what amount of local usage, if any, eligible telecommunications carriers should be required to provide.
