Administrative Offset

This final rule adopts, without change, the existing regulations on administrative offset promulgated by the Department of the Treasury as mandated by the Debt Collection Improvement Act of 1996. The rule allows the Commission to collect by administrative offset any delinquent debt owed it and sets forth the minimum due process rights that must be provided to the debtor when the Commission seeks to collect a debt by administrative offset.
