On November 19, 1996, the Regional Administrator for the Environmental Protection Agency (EPA), Region 6, approved the application by the State of Oklahoma to administer and enforce the National Pollutant Discharge Elimination System (NPDES) program for regulating discharges of pollutants into waters of the State.
