Federal Acquisition Regulation; Allowable Cost and Payment Clause: Civilian Agency Acquisition Council and Defense Acquisition Regulations Council Agree on Rule to Clarify Reimbursement of Subcontract Costs

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council have agreed on a final rule to amend the Federal Acquisition Regulation to clarify that reimbursement of subcontract costs under cost-type contracts will generally not be made to large business contractors until they have made payment to the subcontractor, exempting this regulatory action from Office of Management and Budget review and classification as a major rule.
