The Commission has adopted a Memorandum Opinion and Order (MO&O) which addresses issues and concerns raised in twenty-four petitions, five oppositions, and three replies, requesting that we reconsider or clarify various decisions and technical rules adopted in the Report and Order (R&O) in PR Docket No. 92-235. This MO&O also addresses a petition for reconsideration filed in PR Docket No. 92-257 regarding the shared use of industrial/land transportation and maritime public correspondence frequencies. Consistent with our objective of increasing the efficiency of the PLMR frequency bands this MO&O clarifies our decisions in the R&O, and where necessary, makes appropriate modifications to the rules. This MO&O maintains the channel plan adopted in the R&O, but also permits frequency coordinators to recommend frequencies for any technology with lesser bandwidth, provided that interference is not caused to other systems. Additionally, the Commission extends the first transition date for the type acceptance of narrowband equipment from August 1, 1996, to February 14, 1997, and retains the second transition date of January 1, 2005. Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism

In this document, the Federal Communications Commission (Commission) announces that the Office of Management and Budget (OMB) has approved until November 30, 2027 an information collection associated with the rules for the Universal Service Schools and Libraries program contained in the Commission's Promoting Fair and Open Competitive Bidding in the E-Rate Program; Schools and Libraries Universal Service Support Mechanism Report and Order (Report and Order), WC Docket No. 21-455, CC Docket No. 02-6; FCC 26-30. This document is consistent with the Report and Order, which stated that the Commission would publish a document in the Federal Register announcing the effective date of the new information collection requirements.

Protecting Against National Security Threats to the Communications Supply Chain Through the Equipment Authorization Program

In this document, the Federal Communications Commission (Commission or FCC) takes further steps to strengthen its equipment authorization program against national security risks to the communications supply chain. The Commission closes a component-part loophole by prohibiting authorization of devices that incorporate logic-bearing hardware components produced by an entity identified on the Commission's Covered List, where the device would itself be prohibited from authorization had the Covered List entity produced the entire device. The Commission also requires that any modification or permissive change to equipment by an entity identified on the Covered List undergo full certification, clarifies that its marketing rules reach any entity (including online marketplaces) that markets unauthorized equipment, and requires online marketplaces, subject to limited exceptions, to display a device's FCC ID at the online point of sale. Finally, the Commission amends its definition of "critical infrastructure," as used on the Covered List, and corrects two administrative errors in its rules.
