Federal Communications Commission Adopts Price Cap Performance Review for Local Exchange Carriers and Access Charge Reform
The Federal Communications Commission revised its price cap regulations for incumbent local exchange carriers on May 7, 1997, replacing the current X-Factor with a single 6.5 percent factor and eliminating sharing obligations, while retaining a low-end adjustment mechanism. The new rules will remain in effect until the next performance review.
