Administration of the North American Numbering Plan: Proposed Rulemaking on Carrier Identification Codes

The North American Numbering Plan Administration released a Second Further Notice of Proposed Rulemaking on October 22, 1997, seeking public comment on converting local exchange carrier switches to provide equal access and accepting four-digit carrier identification codes.
