NMFS Proposes Changes to Vessel Ownership Requirements for Lobster, Scallop, and Multispecies Fisheries

The National Marine Fisheries Service (NMFS) is proposing changes to the vessel ownership requirements for the American Lobster Fishery, Atlantic Sea Scallop Fishery, and Northeast Multispecies Fishery, allowing certain applicants to preserve their eligibility for limited access permits without owning a vessel.
