Coast Guard Rulemaking Procedures
The Coast Guard revises the regulations describing its rulemaking procedures to provide for a ``direct final rule'' process for use with noncontroversial rules. Under the direct final rule procedure, a rule will become effective 90 days after publication in the Federal Register unless the Coast Guard receives written adverse comment within sixty days. This new procedure should expedite the promulgation of routine, noncontroversial rules by reducing the time necessary to develop, review, clear, and publish separate proposed and final rules.
