Defense Department Withdraws Proposed Rule on Federal Acquisition Supplement Contracting by Negotiation

The Department of Defense has withdrawn a proposed rule that would have allowed the head of a contracting activity to approve second and subsequent rounds of best and final offers for competitive negotiated acquisitions, following public comments from industry that opposed the changes.
