NOAA to Issue Special Use Permit for Non-Research Diving at Monitor National Marine Sanctuary

NOAA is seeking public comments on a proposal to issue a special use permit for non-research diving at the Monitor National Marine Sanctuary, allowing for limited, non-intrusive dives for a total of 14 days per year, following a competitive selection process.
