Conservation Reserve ProgramLong-Term Policy
The Commodity Credit Corporation (CCC) and the Farm Service Agency (FSA) propose to amend the Conservation Reserve Program (CRP) regulations to: set forth the terms and conditions of enrolling acreage in the CRP; update program eligibility requirements; consolidate and reorganize all CRP regulations into one regulation to cover all existing contracts; and eliminate unnecessary regulations. This action is being taken to cost effectively target the CRP to more environmentally sensitive acreage and because The Federal Agriculture Improvement and Reform Act of 1996 (the 1996 Act) authorized the use of CCC funds to implement the CRP. These actions will: Update program eligibility requirements; eliminate unnecessary regulations; improve remaining regulations; and complete some of the actions being taken by FSA as part of the National Performance Review Initiative to eliminate unnecessary regulations and improve those that remain in force.
