Animal Damage Management
The Forest Service is adopting a revised policy for animal damage management on National Forest System lands. This action incorporates the tenets of a 1993 Memorandum of Understanding between the Animal and Plant Health Inspection Service (APHIS) and the Forest Service. The policy clarifies the role and responsibility of the Forest Service in coordinating with the APHIS--Animal Damage Control program on APHIS-sponsored animal damage management plans and in cooperating with APHIS to manage wild vertebrates causing damage on National Forest System lands under the Animal Damage Control Act of 1931, as amended. This final policy also outlines the procedures for settling differences between the two agencies and clarifies agency responsibility for National Environmental Policy Act (NEPA) compliance.
