Federal Pell Grant Program; Presidential Access Scholarship Program; Final Rule

The Secretary amends the Federal Pell Grant Program regulations and establishes regulations for the Presidential Access Scholarship Program. These regulations are needed to implement provisions of the Higher Education Act of 1965 (HEA) as amended by the Higher Education Amendments of 1992, Public Law 102-325 (the 1992 Amendments), enacted on July 23, 1992 and the Higher Education Technical Amendments of 1993, Public Law 103-208 (1993 Technical Amendments), enacted on December 20, 1993. The final regulations for the Federal Pell Grant Program change the program name from ``Pell Grant Program'' to ``Federal Pell Grant Program.'' In addition, the regulations update student eligibility requirements and institutional administration requirements. The final regulations for the Presidential Access Scholarship Program specify the eligibility requirements for a student to apply for and receive an award. These regulations also specify the roles of institutions of higher education, State officials, and State agencies in administering the program.
