Consumer Information Regulations Uniform Tire Quality Grading Standards

On May 24, 1995, NHTSA published a notice of proposed rulemaking (NPRM) to amend the Uniform Tire Quality Grading Standards (UTQGS). Pursuant to requests from several tire manufacturers, NHTSA announces an extension of the period for submitting written comments on the NPRM from July 10, 1995 to August 14, 1995. The agency also announces the holding of a public meeting to supplement the written comments. Finally, NHTSA proposes an additional calculation to supplement the proposed rolling resistance regression equation so that the equation can be used to calculate a specific rolling resistance coefficient.

Event Data Recorders

This final rule amends NHTSA's regulation governing Event Data Recorders (EDR or EDRs) to delay the implementation schedule for expanded pre-crash data capture requirements. In response to petitions for reconsideration of a final rule published on December 18, 2024, the agency is adopting a four-year phase-in compliance schedule that begins September 1, 2028. This action ensures the increased pre-crash data capture requirements are integrated into the vehicle fleet in a manner that aligns with manufacturer production cycles and technical feasibility.

Administrative Rulemaking, Guidance, and Enforcement Procedures

This final rule reinstates and expounds upon procedural reforms for the Department's rulemakings, guidance documents, and enforcement actions rescinded by a final rule published by the Department on April 2, 2021, "Administrative Rulemaking, Guidance, and Enforcement Procedures." Accordingly, this final rule revises and updates the Department's internal policies and procedures relating to the issuance of rulemaking documents. In addition, this final rule updates the Department's procedural requirements governing the review and clearance of guidance documents, and the initiation and conduct of enforcement actions, including administrative enforcement proceedings and judicial enforcement actions brought in Federal court.
